Stephanie Cager

Senior Vice President of Legal Affairs

Stephanie Cager serves as Senior Vice President of Legal Affairs, bringing a global legal education and diverse experiences from both the public and private sectors. She began her legal career as a paralegal with Children’s Home Society of Florida (CHS) and has since returned to the organization as Senior Vice President of Legal Affairs. Prior to rejoining CHS, she served as Chief Legal Counsel for the Florida Department of Health’s Transaction Practice Group, where she oversaw the legal review and approval of more than $3 billion annually, including contracts supporting all 67 County Health Departments. In this role, she also served as Program Attorney for Contract Administration, Information Technology, Construction and Facilities, and Purchasing.

Known for her strategic and detail-oriented approach, she led efforts to build and streamline legal review systems that significantly reduced turnaround times, minimized execution errors, and decreased bid protests. Under her leadership, the Department experienced consecutive years of improved on-time contract execution and reduced contract amendments.

She earned her bachelor’s degree from Tuskegee University and pursued Spanish Language and Culture studies in Salamanca, Spain through Auburn University. She furthered her legal education abroad, attending law school programs in France through the University of Iowa and in England through Stetson University, before returning to the United States to complete a senior thesis in tax law and complete her law studies a semester early. She is a licensed attorney in Florida and Louisiana and has also been a licensed real estate agent for more than a decade.
